Bhubaneswar: After making vital amendments to the Panchayat Raj legal guidelines, the Odisha authorities has issued pointers for reservation of seats within the three-tier Panchayati Raj Establishments (PRIs).
Principal Secretary of panchayati raj and consuming water division, A.Ok. Meena has issued the rules and requested all collectors to finish the reservation course of by October finish. The tenure of elected rural our bodies in Odisha will finish in February, 2022.
The rules had been issued for reservation of seats for ward members, Panchayat Samiti (PS) members, Zilla Parishad (ZP) members and reservation of places of work of Sarpanch, PS chairperson and ZP president in conformity with applicable provisions underneath amended Odisha Gram Panchayat Act, 1964, Odisha Panchayat Samiti Act, 1959 and Odisha Zilla Parishad Act, 1991 and PESA Act, 1996.
In non-scheduled areas, the whole reservation of seats in favour of SC, ST and Backward Class of Residents (BCC) shall be stored inside 50 per cent of the whole seats and the reservation for BCC, which can range, shall be stored inside 27 per cent of the whole seats, as per the rules.
As much as 27 per cent of whole seats shall be reserved in favour of BCC class and at any time when vital, the quantum of reservation for BCC shall be diminished to such extent as required to restrict the whole reservation of seats in favour of SC, ST and BCC taken collectively inside 50 per cent, with out affecting the reservation supplied to SC & ST.
Reservation of seats within the scheduled areas shall be in proportion to the inhabitants of the communities within the involved Panchayat. Supplied that the reservation for the Scheduled Tribe won’t be lower than 50 per cent the whole numbers of STs.
The inhabitants proportion of SC and ST individuals within the respective GP/Block/District shall be taken as per the 2011 Census.
