New Delhi: The Division of Expenditure, Ministry of Finance has launched an quantity of Rs.12,351.5 crore to 18 States for offering grants to the Rural Native Our bodies (RLBs).  This quantity is the twond instalment of primary grants launched within the monetary yr 2020-21.

The grant has been launched to 18 States who’ve supplied the Utilisation Certificates for the primary instalment and on the advice of the Ministry of Panchayati Raj.

The grants to RLBs are launched as per the suggestions of the 15th Finance Fee to create group property and enhance monetary viability of the RLBs.  The grants are supplied to all of the three tiers of Panchayati Raj –  Village, Block and District to allow pooling of sources throughout villages and blocks.

The 15th Finance Fee has advisable two varieties of grants to the RLBs – primary and tied grants.  Primary grants are untied and can be utilized by the native our bodies for location particular felt wants aside from wage or different institution expenditure.  The tied grants can be utilized for the essential providers of (a) sanitation and upkeep of Open Defecation Free (ODF) standing and (b) provide of ingesting water, rain water harvesting and water recycling.

The grants are supposed to guarantee further funds to RLBs over and above the funds allotted by the Centre and the State for sanitation and ingesting water beneath the Centrally Sponsored Schemes like Swachh Bharat and Jal Jeevan Mission.

The States are required to switch the grants to the RLBs inside 10 working days of receipt from the Union Authorities.  Any delay past 10 working days requires the State Governments to launch the grants with curiosity.

Earlier, the primary instalment of primary grants to RLBs and arrears of 14th Finance Fee amounting to Rs.18,199 crore had been launched to all of the States in June, 2020.  Subsequently, the 1st instalment of tied grants amounting to Rs.15,187.50 crore was additionally launched to all of the States.   Thus, a complete quantity of Rs.45,738 crore of each primary and tied grants has been launched up to now by the Division of Expenditure to the States for RLBs.  State-wise quantity of the grants launched up to now is enclosed.
